The Housing Authority of the City of Los Angeles is a state-chartered public agency. Established in 1938, HACLA provides the largest stock of affordable housing in the city Los Angeles, California and is one of the nation's oldest public housing authorities.

Established in 2011, the Community Safety Partnership (CSP) represents a relationship-based policing model that has proven effective in building public trust and reducing crime. Considered a trust-generating, relationship-based policing strategy, it offers opportunities to heal old wounds and build new relationships while enabling community members and officers to move beyond long-standing conflicts and secure safety in historically dangerous neighborhoods.
